The States Electricity Strategy

How do we make our electricity supply secure, affordable and environmentally friendly? As demand for electricity increases, we need to adapt the way we meet our electricity needs and enable Guernsey to move towards our net-zero target.

The States have prepared the Island’s Electricity Strategy and the proposed policy direction will be debated later this year.

The Committee for the Environment & Infrastructure has been responsible for developing The Electricity Strategy for Guernsey. The Strategy will consider expected future energy demand levels and set out how this demand could be met, whilst also reviewing how the market structure will need to change to support this. www.gov.gg/electricitystrategy.

We must help remove carbon from the current energy system, while continuing to develop a lower-carbon energy ecosystem that is fit for the future – one that can deliver affordable, reliable and low-carbon energy for all.

What is being proposed?

The Electricity Strategy for Guernsey has been proposed and covers the period up to 2050.

The Committee for the Environment & Infrastructure has considered several different ways in which Guernsey could meet its future demand including solar, wind, tidal, additional interconnectors, energy storage and alternative fuels. After careful consideration and with advice from experts from the UK, the Committee recommends that the Island looks to establish:

  • Additional interconnection,
  • On-island renewables in the form of solar PV, and
  • Offshore renewables to meet the Island's needs.

It is important to note that the Committee is asking for a strategic direction to be agreed, which will enable further, detailed, proposals for each element to be brought back to the States in due course.

Why is updating the Electricity Strategy so important?

A target of reaching net zero by 2050 was agreed, and in order to do this, the States of Guernsey will need to make important decisions on the island’s level of energy security and independence, how the market operates, and the transition to decarbonisation. It is vital that the final pathway proposed through the Electricity Strategy, and the mechanisms to support this, are aligned to the policy objectives of the Energy Policy.

There is an urgency to agree the island’s Electricity Strategy as soon as possible as global circumstances continue to impact our energy market, across both supply chains and prices.
